AÇÃO RUA

O Programa Ação Rua, que a Fé e Alegria do Brasil / Rio Grande do Sul executa, vem contribuir no enfrentamento à situação de rua (moradia e/ou sobrevivência) vivenciada por crianças, adolescentes e suas famílias da Região Humaitá/Navegantes e Arquipélago, atuando na perspectiva territorial, tendo como base o Desenvolvimento Local, e promovendo a participação comunitária no planejamento e execução de políticas públicas. A atuação é realizada por meio de articulações com serviços da Rede de Proteção (postos de saúde, conselho tutelar...) existentes na comunidade e no município, integrados ao Sistema Único de Assistência Social, a fim de proporcionar a inclusão social desses.

Tem-se a preocupação de trabalhar em uma perspectiva mais ampliada, a da sustentabilidade. Assim, tensiona-se a comunidade para que esta se envolva com os problemas de seus membros, tendo como prioridade a criança e o adolescente. Neste sentido, promovem-se encontros com membros da comunidade: lideranças, comerciantes, escolas... buscando soluções conjuntas, quer dizer, construindo com os vários segmentos e setores, tanto do governo quanto da sociedade civil.

Esse programa fascina aqueles que o conhecem pela sua seriedade e amplitude. Assim, com a convicção de que o protagonismo é uma porta de acesso ao mundo da cidadania, temos a expectativa de instigar a formação de cidadãos críticos que vejam, na comunidade e em si mesmos, um caminho capaz de aliar a boa convivência e a responsabilidade para com a coletividade.

The Program, Street Action which Fé e Alegria of Brazil / Rio Grande do Sul runs, is a contribution in dealing with the homeless (housing and/or survival experienced by children, adolescents, and their families in the region of Humaitá / Navigators and Archipelago; acting in a territorial perspective, its based on a local development which promots community participation in planning and implementation of public affairs.


The program is carried out through joint Network services such as health posts, child protection agency in the community and municipal of Porto Alegre in order to provide the children with social inclusion.

It has been a concern of working in a larger perspective, than of that of sustainability and by so doing, included the involvement of community, with priority given to children and adolescents. In this sense the program, street action promotes meetings with community members such as: leaders, merchants’ and schools, seeking joint solutions with other various segments and sectors, of both the government and civil society.

The program, street action fascinates those who know it for integrity and magnitude. Thus, with the conviction that protagonism is a gateway to the world of citizenship, we expect to instigate an education to citizens to be critical, who sees in the community and in themselves a path capable of living in harmony, collectively and with responsibility.

Atividades Social de Educação e Cultura- Farrapos

CIDADE: Porto Alegre

PÚBLICO-ALVO:

Crianças e adolescentes de 6 a 14 anos.
Educação Não Formal.

SASE o Serviço de Apoio Socioeducativo é um espaço de proteção social para crianças e adolescentes de 6 a 14 anos que proporciona, de segunda a sexta-feira, em turno inverso ao escolar, um conjunto de atividades esportivas, artístico-culturais, pedagógicas e de inclusão digital com lanche e almoço, passeios e eventos de interação comunitária.

Programa Ação Rua- executado em convênio com a Prefeitura Municipal de Porto Alegre, através da fundação de Assistência Social e Cidadania e em parceria com o CAMP- Educação Popular. Realiza abordagem de crianças e adolescentes em situação de rua, encaminhando-os á rede de proteção e proporcionando acompanhamento dos casos. Fe e Alegria RS possui dois núcleos com atuação na região do Arquipélago e Humaitá/Navegantes.

Biblioteca Comunitária- espaço que contribui para a formação socioeducativa, literária e cultural das crianças e adolescentes. O acervo está disponível para consulta local e empréstimo domiciliar e apoio ás atividades do SASE, incentivando o processo de alfabetização dos educados, provendo o hábito e o gosto pela leitura e auxiliando no desenvolvimento do espírito crítico e criativo.

Laboratório de informática educativa-- as novas tecnologias de informação e formação possibilitam outra forma de aprendizagem que facilita o conhecimento. O uso dos computadores com acesso á internet contribui para os programas do Fé e Alegria, por meio de diferentes atividades desenvolvidas, tais como a comunicação entre projetos do Fé e Alegria Brasil, fazendo intercâmbio com outros estados; o uso da digitação como meio de sistematização das atividades desenvolvidas; o desenvolvimento pelo gosto e hábito da pesquisa por meio da internet; a confecção de vídeos e imagens.

Programa Sociofamiliar— desenvolve ações de apoio e orientação ás famílias em situação de vulnerabilidade social, promovendo os vínculos familiares e comunitários. São realizadas através de entrevistas individuais, visitas domiciliares, elaboração de genograma e ecomapa, reuniões com grupos de pais, oficinas temáticas, participação na rede socioassistencial e articulação com a rede de serviços.

Children and adolescents from 6 to 14 years.

Informal education: The social educative service is a place of social protection for children and adolescents from 6 to 14 years. It functions from Monday to Fridays in an inverse class manner offering a number of educative activities, such as: art, dance, information technology, school tours, and other forms of educative events that involves community integration. The children also receive snacks and lunch every day.

Street Action Program. The program is run in collaboration with the Municipal of Porto Alegre, through the Foundation for Social Assistance and Citizenship, in partnership with - Popular Education. It deals with situation in respect to street children, directing them to the various services of protection and provide follow-up cases. Fé e Alegria RS has two operations in the region of Farrapos one in the archipelago area, which works with kids on a group of Islands, and the other in the Humaitá / Navigators area.

Community Library. A place which contributes to socio-educative, literary and cultural development of children and adolescents. The collection is available for local and home use and supports the activities of Fe e Alegria. Its aim is to promote literacy for students and encourage them in the habit of reading. Its aim also is to support the idea of being creative and be critical thinkers.

Laboratory of information technology: New technologies of information and training allow another form of learning that facilitates knowledge. The use of computers with Internet access contributes to the programes of Fe e Alegria through deferent activities, such as communication between projects of Fe e Alegria in Brazil, making exchange with other states; developing habit to do research, and to make videos and among others.

Family Program. Develop actions of support and guidance to families in situations of social vulnerability, and providing family ties in the community. Such actions are executed through individual interviews, home visits, development of Eco-map and Genogram, meetings with parents, group workshops, and participation in a network of social assistance which has links with other network of social services in the area.

Depoimento/ Testimony.


O que o projeto Fe e Alegria na Villa Farrapos representa para mim.
Como voluntário, Fe e Alegira representa para mim um projeto social que proporciona um apoio educativo para crianças em situações vulneráveis. Eu vejo que a contribuição de Fe e Alegria é algo muito bom para cuidar e ao mesmo tempo para oferecer as crianças uma educação não formal para desenvolver seus talentos. Já que aprender matemáticas e/ou outras disciplinas na educação formal não basta, pois aprender a respeitar e conviver com o outro num ambiente amigável é o que ajuda uma pessoa a ser mais humano.

Já como Jesuíta, penso que Fe e Alegria está oferecendo aos pequenos uma oportunidade de serem pessoas melhores, apesar da sua própria experiência passada, de terem sido mal tratados, etc, em vista de ajudá-los na construção de identidades capazes de compreender e melhorar o mundo. Para proteger e cuidar destas crianças, as quais são o nosso futuro e esperança, o Fé e Alegria representa o exemplo de Jesus aos discípulos: Deixai vir a mim as crianças!..

Testimony of what Fe e Alegria in Villa Farrapos meant to me.
As a volunteer, Fe e Alegria means to me a social project that offers an educative support for children in vulnerable situations. I saw that the contribution of Fé e Alegria is something very good to protect and the same time offer the children a non formal education to developed their talents. Because to learn mathematics and other subjects in a formal education is not enough, since to learn to respect the other, and to learn together in a peaceful environment, is what helps to make a person be more human.

As a Jesuit, I think that Fé e Alegria is offering the little ones an opportunity to be better persons, despite their own past experience, being abused by the world, help them to make a positive contribution to that same world. In protecting and caring for these children, who are future hope, Fe e Alegria stands as an excellent example of Jesus´ own commission to the disciples: “Let the children come to me!”

Como colaborar?
Você pode colaborar com Fé e Alegria através do Funcriança, um mecanismo no qual pessoas físicas e jurídicas fazem doações e abatem do Imposto de Renda. Pessoas físicas podem destinar ao Fundo até 6% do imposto devido. O limite para pessoas jurídicas é de até 1%. Contribuições feitas ao longo do ano passado poderão ser deduzidas na Declaração de Ajuste Anual do I.R. deste ano.

Fé e Alegria é um Movimento de Educação Popular Integral e Promoção Social cuja ação, impulsionada pela fé cristã, se dirige de forma co-participativa aos setores empobrecidos, principalmente crianças e jovens, privilegiando os grupos discriminados por razões étnicas, culturais, de gênero ou por necessidades especiais.

É um movimento porque agrupa leigos e religiosos em atitude de crescimento e busca constante da autocrítica, de forma que seu trabalho e estruturas respondam de um modo dinâmico às exigências e desafios que as necessidades humanas e as demandas sociais nos apresentam.

É de educação porque busca a formação de homens e mulheres conscientes de suas potencialidades e da realidade que os rodeia, abertos à transcendência, solidários, conscientes, líderes e comprometidos.

É popular porque opta pelos menos favorecidos e assume a educação como proposta pedagógica e política de transformação junto com as comunidades, para formar cidadãos democráticos capazes de construir qualidade de vida, agentes de mudanças e protagonistas de seu próprio desenvolvimento.

É integral porque entende a educação em seu sentido mais amplo, integrando o indivíduo em todas as suas dimensões, possibilidades, capacidades e necessidades.

E é de promoção social porque frente a situações de injustiça se compromete na busca de caminhos para sua superação e construção de uma sociedade justa, fraterna, democrática, participativa e humanizadora.

Fe y Alegria in Brazil


The founding of Fe y Alegria in Brazil in 1980 came as an initiative of Fr Jose Maria in colabotaion with the Jesuit Provinces of the country. By 1984 the movement was active in the states of Mato Gross, Minas Gerais, Rio de Janeiro and Parana, mainly through programs which provides service to the needs of small children, and organized in collaboration with movements in the local communities. In 1986 support was obtained from an association of rural and urban workers in Parana; subsequently in various regions attention was given to the problem of street children. Then in the following years, the service was extended to children and adolescents of school age in non-formal education projects and in youth centers, in the regions of Sao Paulo, Rio de Janeiro and Parana.

Fe y Alegria Brazil is presently expanding its work with the youth population, seeking to improve the quality of formal and non-formal education by means of teacher training, direct educational programs and active participation in the defense of the rights of children and adolescents. Fe y Alegria Brazil sees education as a means towards human and political development which permits its beneficiaries a genuine participation in which they can exercise their citizenship in order to transform society.

Lines of action

Education: running of programs which attend children from zero to six years of age in day-care centers and pre-schools, and older children in primary schools and youth centers.
Defense of rights: active participation in CONANDA, the National Council for the Rights of Children and Adolescents, and various defense councils and forums at state and city level.
Community development: promotion of rural cooperative projects, health care, women’s leadership groups in neighborhood community associations, and other efforts that fortify and stimulate community development and the raising of living standards.
Teacher training: attempts to respond to the growing need for improving the quality of attention given to children in the day-care centers and the community pre-schools. Criteria of quality have been set up in cooperation with universities, research centers, ministries of education, NGOs and professionals from different areas.
Communication: among the various projects stands out the radio program “Wagon of Inventions – Citizenship on the airwaves”, winner of the Children’s Prize ’95 (Abrinq Foundation) as the best children’s program, now adapted to television. Collaboration with research institutes, various publications and the Brazilian Information and Documentation Network for Childhood and Adolescence (REBEDIA). Achievements

Our most notable achievements have been: helping street children and street youth,
provide orientation to educational centers and projects in the area of teacher training, direct attention in child-care centers, establishment of community libraries, formation of cultural agents, pedagogical publications, professional training for young people, basic education for grades one to eight. Fe y Alegria also give orintation to communities lacking basic structures and helped them to set up systematic community programs for children and adolescents, which provide school equivalency programs, professional training and formation for teachers and administrative personnel.
For Fe y Alegira, it is important to mention also, the public recognition of its work, revealed for the received prizes - "Prize Betinho de Cidadania" in 1999 "Efficient" in 1998, Child Price of Foundation ABRINQ in 1995 and Prize of "Right Human" of the Ministry of Justice - and for its consecutive election for. 4º management of the CONANDA - National Advice of Defense of the Rights of the Child and the Adolescent. Goals for the coming years

As the basis of our Strategic Plan Fe Y Alegria is implementing two key activities: a) strengthening the institutional activity by way of quality education projects and b) creating the Department of Institutional Cooperation with the aim of planning and developing actions which broaden its reach and reinforce its institutional sustainability.

Fe y Alegria is continuing the process of systematizing with emphasis on improving our services through professional training of the team of state coordinators, educational consultors and educators; and by working in the development and negotiation of projects in order to obtain funds. This latter activity means increasing and diversifying the financing sources and involving local organizations, individuals and private companies in the following activities:

Identification, definition and sending of projects to international financing agencies;
Identification of national donors: companies, foundations, public agencies, universities, etc;
Consolidation of “The Company of Childhood”, a program for obtaining human and financial resources, through education and motivation of civil society in general and of the people served directly by Jesuit schools in particular,
We seek to promote activities of institutional development such as the following:

Conducting an impact evaluation, with the object of evaluating the impact of our educational services, beginning with the activity of teacher training.
Creating an institutional maintenance fund for the sustainability of institutional post-project activities, with a value of 10% of the annual budget assigned to the projects.
Consolidating the process of institutional development by training of the promoters of Fe y Alegria and by finishing the process of systematizing our educational practices.

Programs

Answers to multiple urgencies in diverse contexts.

Gradually, in its search for efficacious ways to respond to the multiple demands of students and communities, Fe y Alegria has produced, in accord with the reality of different countries, a wide variety of actions oriented towards integral popular education and social development. Presently it runs the following programs with the support of civil society and government authorities:

Formal School Education

Networks of schools with formal programs of pre-school, primary education, secondary education, and technical education. There is a major emphasis on agricultural, commercial, and industrial specializations, as well as other courses geared to professional training. The main work is in poor city slums, rural areas and Native American zones (in some countries there is bilingual intercultural education).
University education programs contribute to the formation of technicians specializing in industry, computation and administration.

Radio Education (Formal and Non-Formal)

Fe y Alegria sponsors radio education institutes with networks of radio stations dedicated to transmitting programs for literacy training, formal primary and secondary schooling for adults, and technical training. These programs involve a network of volunteer instructors who accompany the students on a weekly basis.
Special radio programs are geared to training in citizenship and in human and Christian values.

Specialized Education (Alternative, Non-Formal)

There are literacy programs in Spanish, and in some countries a bilingual, intercultural focus.
In some countries there are programs of special education for handicapped children and young people, sometimes as a type of formal education, sometimes as a complement to regular schooling.
Fe y Alegria puts much emphasis on teacher training, both initial and advanced. It seeks a continual perfecting of the teachers` sense of service and mission.
There are programs and activities which complement formal education for children, young people and adults. These include: special tutoring in schools, attention to children and adolescents who live on the streets, residences and homes for school-age children, prevention and education in regard to drug addiction, clubs and camping groups geared to cultural and recreational ends, schools for parents, formation of leaders and community organizers, defense of human rights, education for international solidarity, etc.
Fe y Alegria also has programs which train young people for work. These programs are directed both to students in the regular schools and to young people who are not in the school system, as well as to adults. The programs have a variety of methods and modalities, including specialized centers, workshops in the schools, workshops which move from place to place, etc.

Services of Formation, Assistance and Community Development

Fe y Alegria promotes programs which attend to basic needs in the areas of health and nutrition.
Community centers, cooperatives (consumer, savings, production), small businesses and associations for the organization and development of poor communities in rural, country and indigenous zones.
In addition, It also attends to the needs of human development and Christian formation by means of meetings, workshops, retreats, etc.
Fe y Alegria also develops a variety of publications and creates educational materials in Spanish and in native languages for educators, promoters, communities and students. Such materials are oriented towards improving the quality of both the processes and the results of the educational system.

Fe y Alegria is a “Movement for Integral Popular Education and Social Development” whose activities are directed to the most impoverished and excluded sectors of the population, in order to empower them in their personal development and their participation in society.

It is a movement which unites people in a process of growth, self-criticism and the search for answers to the challenges presented by human needs. It concerns education because it promotes the formation of persons who are conscious of their own potential and of the reality about them; who are free, committed and open to transcendence; and who seek to be protagonists in their own development. It is popular because it sees education as a part of a pedagogical and political proposal for social transformation rooted in the local communities. It is integral because it presupposes that education involves the whole person in all his/her dimensions. And it concerns social development because, in the face of injustice and the needs of concrete individuals, it makes a commitment to confronting them and thereby creating a society which is just, fraternal, democratic and participative.

Fe y Alegria was born in Venezuela in 1955 as a way to consolidate efforts that were being made to provide educational services in the slum zones of Caracas. The bold vision of the founder, Fr Jose Maria Velaz s.j, and the collaboration of numerous people and organizations resulted in the crystallization of a work rich in history and in vision of the future. The movement spread to Ecuador (1964), Panama (1965), Peru (1966), Bolivia (1966), El Salvador (1969), Colombia (1971), Nicaragua (1974), Guatemala (1976), Brazil (1980), Dominican Republic (1990), Paraguay (1992), Argentina (1995), Honduras (2000) and Chile (2005). In Spain (1985) Fe y Alegria was established as a support platform and a means of raising consciousness in Europe; since 1999 its mission was redefined to assume new challenges in the field of cooperation to development, with the name of Entreculturas-Fe y Alegria Foundation.

There are already 16 countries where Fe y Alegria operates through national organizations, all of them associated as an International Federation. Besides, in Italy there is an extension of IRFEYAL (Radio Institute)-Ecuador. And the foundation in Haiti is in process during this year 2005.

In the search for responses to the urgent needs of students and communities, the proposals of Fe y Alegria have become embodied in a variety of initiatives. Besides the formal pre-school, primary and secondary education, other spaces for human development have opened up, such as: radio stations, adult education programs, labor training and school equivalency programs, professional formation at secondary and tertiary levels, development of cooperatives and small businesses, as well as projects for community development, health care, native culture, teacher training, publication of educational materials, among others. In all these areas Fe y Alegria acts in close coordination with the communities, seeking to complement and support the action of other public and private bodies.

In the year 2003 the students and other participants attended to by Fe y Alegria reached a total of 1.232.140. When adjusted for those who participate in more than one program, the total is 962.417. The network of Fe y Alegria consists of 2.080 centers, in which 2.696 service units function, namely: 1.015 school plants, 67 radio stations, 906 extension education centers and 775 centers for alternative education and other services.

A total of 34.788 persons work for Fe y Alegria, of whom 97,6% are lay people and 2,4% are members of religious congregations. This figure does not include hundreds of volunteer collaborators in the countries where Fe y Alegria operates.

In several programs it is almost impossible to number the direct participants, much less the indirect ones. The number of people whom the movement’s activities might reach in the course of a year could well be near seven million.

What is Fe y Alegria

Fé e Alegria é um “Movimento de Educação Popular Integral e Promoção Social”, uma das obras sociais dos jesuítas. Sua ação, impulsionada pela fé cristã, se desenvolve com os empobrecidos e os excluídos, principalmente crianças e adolescentes, a fim de auxiliá-los na busca de sua autonomia e defesa dos seus direitos.

Atuando no Brasil desde 1981, em 2009 está presente em 14 estados e em 19 países, da América Latina e Caribe, Europa e África.


CAMPANHAS DE AÇÃO PÚBLICA.

Fé e Alegria do Brasil faz parte da campanha internacional para promover a construção de pactos sociais por uma educação de qualidade para todos e todas, uma educação que seja reconhecida como um bem público e permita que nossos países superem a pobreza e a exclusão.

No Brasil, bem como em toda a América Latina, a educação ainda é um direito negado à maior parte da população. Milhares ainda não têm acesso a ela, ou recebem educação de baixa qualidade. Apesar do esforço empreendido em reformas educativas nas últimas décadas, a escola latino-americana, hoje é um mecanismo reprodutor de desigualdades sociais.


É imperativo reivindicar uma mudança no enfoque das políticas educativas, centradas na educação de qualidade como um direito de todas as pessoas, um bem público e uma responsabilidade da sociedade. Porém isso não é de todo suficiente. Para alcançar a transformação na educação que os países latino-americanos necessitam, é imprescindível gerar políticas públicas de longo prazo, apoiadas por pactos que comprometam todos os setores da sociedade.

Os pactos sociais, para que sejam significativos, devem ter um conteúdo expresso em políticas concretas, as quais sejam rapidamente objetos de continuidade. Por isso, ao mesmo tempo que procuramos impulsionar compromissos pela educação, também procuramos promover o diálogo e a construção de consensos para a ação ao redor de seis grandes temas de políticas os quais consideramos prioritários:



1. Acesso, processos e resultados em condições de igualdade.
2. Qualidade educativa integral e inclusiva.
3. Acesso continuado à educação ao longo da vida.
4. Fortalecimento da carreira docente.
5. Financiamento público suficiente.
6. Gestão educativa a serviço da igualdade e da qualidade.
